Big, bold, beautiful: Will premium BTO projects dampen desire for private homes?

Even with landmark architecture, premium features and prime locations, a significant gap remains.

Singapore is entering a new phase in the public housing cycle.

Many new Build-To-Order (BTO) flats in the city fringe and downtown areas are emulating the condominium playbook by providing similar product features and design elements, such as an iconic architecture, flexible layout plans or an integrated development concept. Others are situated in coveted locations or have improved accessibility to various amenities. All these new features are making public housing more desirable and appealing.

Pearl’s Hill will be another iconic BTO project. Situated at the heart of the downtown core, the project will be one of the most ambitious public housing flats ever built in terms of scale and complexity.

It will be the tallest flats in Singapore, at over 60 storeys. The architectural design draws inspiration from Chinese mountain-water paintings that showcase multiple blocks of varying heights, resembling mountain ridges.

In fact, the biggest aspirational gap between private and public housing lies in their capital returns and financial flexibility.

The upgrading aspiration

Private properties generally offer higher asset appreciation and investment returns due to their premium furnishings, comprehensive facilities, gated security and appeal to the expatriate market.

If we examine the difference between the price appreciation of condominiums and flats over the past decade, the median price of condominiums, excluding executive condominiums, climbed at a much faster rate of 65.9 per cent from $1.13 million in 2015 to $1.875 million in 2025, compared with 55.1 per cent for resale flats from $405,000 to $628,000 over the same period, based on government data from the Urban Redevelopment Authority (URA) and data.gov.sg.

The price gap between the two housing types widened from 179 per cent in 2015 to 198.6 per cent in 2025, indicating that the property values of private homes are growing faster than HDB flats.

Apart from stronger investment returns, private homes offer greater financial flexibility as home owners are not subject to a compulsory lock-in period. Flat owners can sell their flats only after a five-year minimum occupation period, which could extend to 10 years for new Prime and Plus flats.

Private home owners, on the other hand, can sell their homes and exit the market at any time, although it is common practice for most to hold on to their properties for at least three to four years to avoid incurring the seller’s stamp duty.

Public housing flats, particularly Prime and Plus flats, face more stringent resale restrictions and a subsidy claw-back. Flat owners are also prohibited from selling their flats to foreigners or leasing the entire Prime or Plus flat.

Other considerations

Upgrading from public housing to a private residence will likely remain a significant milestone and status symbol for many Singaporeans.

Exclusivity and rarity are important considerations. Private property home owners benefit from gated security, smaller communities and lower housing density. Their condominiums may be equipped with private lift lobbies, quality furnishings, and shared facilities like hydrotherapy spa facilities, putting golf courses, branded concierge services or thematic pools that are difficult to replicate in public housing.

Properties also tend to hold their value better because supply is limited, especially for ultra-luxury homes like good class bungalows and penthouses. The HDB market, on the other hand, will experience a significant surge in flat supply over the next few years, including prime areas.

The number of home completions in the public housing market will increase faster than the private market over the next three years. According to data from URA, HDB and data.gov.sg, nearly 90,000 HDB flats are expected to be completed from 2026 to 2029, compared with about 35,700 private properties.

In simpler terms, for every private home completed in 2023, one HDB flat was built. Fast forward to 2029, this ratio will shift to almost three HDB flats for one private property completion.

Despite the increasing appeal of private properties for those who can make the leap, premium living has been made accessible for more Singaporeans with strategic public housing moves beyond the heartland peripheries to the city fringes and downtown areas, and the introduction of many new flats with desirable attributes.

Landmark architecture

Flats at Pinnacle@Duxton, Pearl’s Hill, SkyTerrace@Dawson, and SkyVille@Dawson showcase stunning architecture that differs from the typical slab-block designs. Such iconic buildings have set new benchmarks for public housing aesthetics.

The architectural flair of Pinnacle@Duxton has probably helped many flat owners sell their flats at high prices, with many units fetching over a million dollars.

A five-room flat was sold for $1.6 million in August 2025, while a loft unit was transacted for a record-smashing $1.7 million around six months later.

Landscaping has also improved at many housing estates, with some incorporating lush greenery, forest corridors and urban farms. Other new flats blended elements of cultural heritage to preserve the neighbourhood’s rich history and identity.

Premium locations, features

Prime land in Singapore is limited. Many plum sites were traditionally reserved for private housing and sold at a premium to developers.

Over the past decade, the Government has released new land sites in the city fringe areas at Bishan, Ang Mo Kio, Toa Payoh, Bukit Merah and so on to build more flats. Other new growth areas were created in the Greater Southern Waterfront, Tanjong Rhu, Mount Pleasant and Bukit Timah Turf City.

Even in non-prime areas, many new Standard flats in the suburbs now boast superior connectivity to various MRT stations. Others are in proximity to integrated community hubs, shopping malls or popular schools. Flats in the northern part of Woodlands, Sembawang and Punggol also enjoy panoramic sea views of the Strait of Johor.

Some Plus and Prime flats feature many highly desirable attributes, such as white flats with flexible layout designs.

New HDB flats in Crawford Heights, Kallang/Whampoa, introduced in 2024 had customisable plans. A second project was launched a year later at Mount Pleasant Crest in Thomson Road. Under this scheme, flat owners have the freedom to design their internal unit layouts to suit their needs.

Previously, only luxury homes and landed properties were among the few property types that offered open-concept spaces and gave home owners the freedom to customise their layouts.

By introducing white plans to public housing, the Government has essentially empowered flat owners with some form of spatial autonomy and flexibility to rearrange their living space at a highly subsidised rate.

Integrated BTO projects

The concept of integrated developments was similarly limited to private housing. Integrated developments encompass a range of amenities like retail outlets, dining options, a major transport hub, and private residences interconnected within a single development.

Many private home owners are willing to pay a premium of between 20 per cent and 30 per cent for such convenience and a seamless living experience.

In recent years, more BTO projects are located near a mix of amenities comprising shopping malls, polyclinics, healthcare facilities, sports hubs, bus interchanges, MRT stations and eateries. Others may have a childcare centre or medical facilities integrated within the block, which is highly convenient for young couples with school-going children or families with elderly parents.

BTO projects with these integrated features or in proximity to key amenities can be found in new developments like River Peaks I & II next to Jalan Besar MRT station, Costa Riviera I & II near Pasir Ris MRT station and Tampines Nova near Tampines MRT station.

Narrowing the gap

Even though many Singaporeans may continue to hold on to their aspirations of upgrading to private homes, the introduction of the new housing model is certainly a positive step towards narrowing the social equality gap.

In fact, flats in good locations that are limited in supply could enjoy positive capital appreciation for long periods, possibly even outdoing the performance of some private condominium units that are in less favourable locations.

Moreover, resale flats in mature estates bought at low prices can offer higher rental yields when compared with condominiums. With estate rejuvenation, transportation network extensions and amenity upgrades, flat owners can enjoy greater asset enhancement, which will help protect their nest eggs.

Our public housing model is already recognised as a gold standard worldwide. By improving the living experience in HDB flats as a whole, many young families may be inclined to stay longer in their homes, which will help foster deeper community roots and strengthen social cohesion as a whole.

Even if the desire to upgrade to a private property remains, the HDB flat getting there may not be the consolation prize it was once deemed to be.
